What people think of Halloween in Shibuya

Shibuya closes off its main streets to public for annual Halloween gathering on October 31st. Unlike the Halloween in US, there are no adorable trick-or-treaters.  Instead, the event is intended for young adult and millennials to gather in this area in costume, but what started as a fun event planned by the district council a decade ago is beginning to enable unruly behaviors of some participants.
