Lunch is provided to the entire class at every single elementary school.  It's a law passed in 1954 called School Lunch Law. Aside from cooking, the class does everything else as they take turns setting tables and the serving counter, serving and clean up after lunch.

Kids love school lunches

You do not find kids eating sandwiches, chips, or burritos in Japan.  Japanese public schools provide nutritionally well balanced hot meals for lunch everyday. Obesity rates among Japanese children are extremely low. Now that's tax dollars in good use.
